Abstract

The Security Council plays an active role in addressing international crises and dealing with their causes. The Libyan crisis is one of the most significant real tests faced by the Council in its efforts to achieve global peace and security. The Security Council has been unable to effectively carry out its role in addressing the Libyan issue and its underlying factors, which contributed to the continuation of the crisis and the exacerbation of its complications and serious consequences. Among the most notable of these consequences is the threat to peace, which had been achieved by halting the fighting between various parties, ending with the formation of a transitional government led by Abdelhamid Dbeibeh. The obstacles faced in this process have been growing, particularly the presence of external interventions, armed groups, and the failure to reach fundamental solutions and acceptable agreements among the various Libyan factions to define the future political roadmap. The Security Council has affirmed its support for the Presidential Council and the transitional government, calling for the unification of security and military institutions, as well as an agreement among the parties on legal and constitutional bases for the upcoming phase. It also emphasized the need for transparent and fair elections within the set timelines while stressing the importance of achieving reconciliation and consensus among all components of Libyan society. The Security Council also called on all countries to respect the peace agreement, end external interventions in Libyan affairs, and eliminate armed groups as soon as possible.
